A receipt is not a story a reviewer can trust. The packet has to explain what was ordered, why the source was chosen, which claims are supported, and how the record helps prime and agency review.
Documentation structure for the contract file
- Capture order identifiers, timestamps, and buyer organization context.
- Attach clause and threshold decisions at line-item granularity.
- Store source references for supplier and product evidence fields.
- Include SDVOSB certification verification and BioPreferred designation data so primes can evaluate whether the spend supports subcontracting-plan reporting.
